The Saudi Capital Market Authority (CMA) announced arrangements for a new regulatory framework for foreign companies to offer their shares in the Saudi capital market and to allow local companies to have a dual listing in international markets.
The Authority affirmed that work would continue to provide possible facilities for the listing of local and foreign companies in the financial market, based on the best incentives, provided they are included in the local markets.
The Authority has set the end of 2021 as the deadline for the completion of the regulatory framework for foreign companies to offer their shares in the Saudi capital market. It has also permitted the local companies to have a dual listing in international markets.
Addressing a virtual session on “Listing of companies in the capital market… sustainable growth” on Sunday, the chairman of the financial regulatory authority Mohammed Al-Quweiz said that the CMA would allow Saudi companies to have a dual listing in other markets, with the aim of providing them with additional financing options and reducing the cost of financing.
“This would have a positive impact on the balance of payments and contribute to strengthening the Saudi monetary policy,” he told the conference.
He added that foreign companies listed in their local markets would be permitted to be listed in the Saudi capital market, stressing that the step was aimed at making the Saudi market global, enhancing disclosure and transparency, and providing options for investors in multiple geographical areas, until the regulatory framework ending by the end of 2021.
Meanwhile, the Saudi Monetary Agency (SAMA) announced the issuance of the updated version of the Rules on Disclosure of Interest Rates on Financing and Savings Products, SPA reported.
According to SAMA, the updated rules aim to promote transparency and enable consumers to compare financing and saving product rates.
Banks and finance companies operating in Saudi Arabia are therefore required to disclose and publish the minimum information about products offered to retail consumers, micro and small enterprises on their websites and through their marketing channels.
In addition, banks and finance companies should encourage consumers to visit their websites and compare prices to make an informed decision and choose the suitable products which meet their needs, SAMA said on its website.
The Authority noted that the Updated Rules on Disclosure of Interest Rates on Financing and Savings Products that succeed the previous versions, require banks and finance companies to include all financing and savings product rates in one page under an icon called “Rates of Financing and Savings Products.” The icon shall appear on the home page of the bank or finance company website to provide consumers with easy access.
