Some 156 nations have joined a global scheme for fair distribution of future vaccines against COVID-19, an alliance led by the World Health Organization (WHO) said on Monday, but superpowers China and the United States did not sign up.

US President Donald Trump’s government has already secured future supplies through bilateral deals, prompting accusations of selfish behavior to the detriment of poor countries.

China, where the coronavirus began, was also missing on the list of 64 rich nations who joined the so-called COVAX plan to deliver 2 billion vaccine doses round the world by the end of 2021, prioritizing healthcare workers and the vulnerable.

But alliance officials said dialogue continued with Beijing.

The scheme would account for about two-thirds of the world population, according to the WHO and GAVI vaccine alliance, which published the list of signatories after a deadline for binding commitments expired on Friday.

Dozens of vaccines are in testing for the coronavirus which has infected about 31 million people globally and killed nearly 1 million, a fifth of those in the United States.

‘This is not charity’
“COVAX will give the world the largest and most diverse portfolio of vaccine candidates,” WHO Director-General Tedros Adhanom Ghebreyesus said at a virtual briefing.

“This is not charity, it’s in every country’s best interest. We sink or we swim together ... This is not just the right thing to do, it’s the smart thing to do.”

With some wealthier nations reticent over COVAX, the plan has highlighted the challenge of distributing vaccines equitably around a world of haves and have-nots.

The vaccine alliance said it expected another 38 wealthy countries to join the initiative in coming days.

It said it had received commitments for $1.4 billion towards vaccine research and development, but a further $700 million-$800 million was urgently needed.

The alliance did not say which countries were providing funding while not planning to take supply of vaccines from the scheme. France and Germany have said they will only source potential shots via the European joint procurement scheme.

More than 150 potential vaccines are being developed and tested globally, with 38 in human trials.

A passenger train derailed near London on Friday, British Transport Police said, the second derailment in two days after two people were seriously injured when another train came off the tracks on Thursday.

Police said officers, paramedics and firefighters were at the scene near Wickford train station in Essex, about 30 miles east of London (48 kilometers), after receiving reports that the rear carriages of a train derailed. The carriages were in an “upright position," police said, and no injuries were reported.

National Rail said officials were working to understand what happened, and major disruptions to train services were expected through Friday afternoon.

The incident came less than 24 hours after a train from London to Eastbourne went off the tracks outside the southern English town of Lewes. Three carriages overturned, seriously injuring two people and causing minor injuries for 18 others.

All passengers were evacuated within about three hours, The Associated Press quoted the transport police as saying.

The cause of the derailment is under investigation.

The World Bank on Friday said it had disbursed $200 million to Colombia for its emergency response to a deadly August 10 earthquake that left hundreds dead.

The multilateral development bank said it was working with the Colombian government and development partners, financial institutions and the private sector to address immediate needs, while laying the foundations for recovery, Reuters reported.

The bank said it had also launched a Global Rapid Assessment of Damages from Earthquakes (GRADE) to provide the Colombian government with an early assessment of damages and economic losses to help Bogota prioritize aid and reconstruction efforts.

Efforts were underway to channel financing to affected communities and businesses, including support for public health, housing, and small and medium-sized enterprises, the bank said.

The 7.4-magnitude quake struck shortly after 7:30 a.m. on Monday, toppling apartment blocks and damaging homes, schools and hospitals across western Colombia.

Authorities on Friday said that 285 people had been killed and nearly 4,000 injured. Nearly 400 others were still missing.

The Pentagon on Friday announced framework agreements with Boeing and RTX to increase production of components of SM-3 Block IIA and SM-3 Block IB munitions, Reuters reported.

Both agreements will strengthen production of a series of critical ship-fired surface-to-air interceptors that underpin the Aegis Ballistic Missile Defense System, the Pentagon said in a statement.
