UN: 22 People Killed in Somalia Floods

Flash flooding in central Somalia has killed 22 people and affected over 450,000, the UN's humanitarian agency OCHA said Sunday, after the Shabelle River burst its banks, forcing tens of thousands out of their homes.

Heavy rainfall earlier in the week sent water gushing into homes in Beledweyne town in Hiran region, submerging roads and buildings as residents grabbed their belongings and waded through flooded streets in search of refuge.

"Initial estimates indicate that the flash and riverine floods across Somalia have affected at least 460,470 people, of whom nearly 219,000 have been displaced from their homes mainly in flood-prone areas, and 22 killed," the UN's Office for the Coordination of Humanitarian Affairs said.

The floods "have left a trail of destruction... inundating homes and farmland, washing away livestock, temporarily closing schools and health facilities, and damaging roads," the agency said in a situation report.

The disaster comes on the heels of a record drought that has left millions of Somalis on the brink of famine, with the troubled nation also battling an extremist insurgency for decades.

Residents told AFP earlier that the floods have become a familiar ordeal to many of them, with experts saying that extreme weather events are happening with increased frequency and intensity due to climate change.

Fartun Ali -- not her real name -- said it was her fifth time fleeing flash flooding in Beledweyne.

"Whenever the river breaks the banks, we flee," the 35-year-old mother of eight told AFP.

East and central Africa often suffers from extreme weather during the rainy seasons.

Earlier this month, 135 people were killed and more than 9,000 left homeless after heavy rains lashed Rwanda, triggering floods and landslides in several parts of the hilly nation.

More than 400 people lost their lives due to torrential downpours, floods and landslides last week in the eastern Democratic Republic of Congo.

In May 2020, at least 65 people died in Rwanda as heavy rains pounded the region, while at least 194 deaths were reported in Kenya.

At the end of 2019, at least 265 people died and tens of thousands were displaced during two months of relentless rainfall in several countries in East Africa.

The extreme downpours affected close to two million people and washed away tens of thousands of livestock in Burundi, Djibouti, Ethiopia, Kenya, Somalia, South Sudan, Tanzania and Uganda.

Palestinians Set to Delay Legislative Elections Due to Worsening Conditions, Letter Says

Palestinian Vice President Hussein Al Sheikh has informed France that a Palestinian legislative election planned for November 28 will be postponed for several months because of worsening ‌conditions throughout the ‌Palestinian territories, ‌according ⁠to a letter ⁠seen by Reuters.

"The assessment concluded that the anticipated political, security and economic conditions, on which ⁠the scheduling of ‌the legislative ‌elections for 28 ‌November 2026 was ‌based, have not materialized," said according to the letter, which was ‌addressed to French Foreign Minister Jean-Noel Barrot ⁠and ⁠dated October 8.

It added that "holding them under the current circumstances faces fundamental obstacles affecting their inclusiveness, freedom of participation, and the integrity of the electoral process."

Gaza's civil defense rescue service said Thursday that seven people were killed in separate Israeli strikes through the day, while the Israeli army said three of the victims were "military operatives".

Six of the seven were killed in various parts of Gaza City.

Two people were killed in a drone strike on a car, while one was killed in a drone attack on a tent in an encampment for displaced people, the rescue service and al-Shifa hospital said.

The Israeli army told AFP that the three targeted were "military operatives in terrorist organizations."

"Two people, a woman and a child, were killed and others were wounded when Israeli aircraft bombed a residential building" in Gaza City, the civil defense said.

A woman was also killed by artillery shelling in Gaza City, health officials reported.

The civil defense reported that "one person was killed by Israeli fire southeast of Deir al-Balah in central Gaza."

Contacted by AFP, the Israeli army said it was checking the reports about the other four victims.

The war began after Hamas launched an unprecedented attack against Israel on October 7, 2023.

Hamas on Thursday denied Israeli claims that it uses Gaza hospitals for military activities, after the army said Wednesday that militants "advanced attacks from within (Kamal Adwan) hospital" in northern Gaza.

Hamas in a statement called the accusations "criminal incitement".

Israel's military offensive against the group has displaced nearly all the population of Gaza and killed more than 74,200 people, according to Gaza's health ministry, which is under Hamas authority and whose figures are considered reliable by the United Nations. They do not distinguish between militants and civilians.

Since a ceasefire was declared in October last year, Israeli forces have killed at least 1,450 people in Gaza, according to the ministry.

The Israeli military has declared the deaths of five soldiers and one civilian contractor in the same period.

The Israeli army said Thursday that one soldier was killed and three others were slightly wounded in south Lebanon, where the military has occupied a band of territory since invading in March in response to Hezbollah attacks.

"Captain Eliav Haim Tzapalamus, aged 21, from Haifa, a combat officer in the 603rd Battalion, 7th Brigade, fell in combat in southern Lebanon," the army said.

Tzapalamus is the 17th Israeli soldier to be killed since a ceasefire was reached in June between Israel and Hezbollah.

Israel and Lebanon have agreed to a framework deal that involves the disarmament of Hezbollah, a gradual withdrawal of Israeli forces and the deployment of the Lebanese army to the region.

On Thursday, visiting EU foreign policy chief Kaja Kallas told AFP in Beirut that the bloc favored avoiding a security vacuum and extending a UN peacekeeping mandate in south Lebanon.

The EU's top diplomat also said that the bloc would soon be launching a training mission for the under-resourced Lebanese army.

Israeli airstrikes and ground operations in Lebanon have killed more than 4,300 since March, according to Lebanese official figures.
