Kim Expected to Issue Major Policy Goals at NKorea Party Congress

North Korea will convene a major political conference later this month, the country’s state media said Sunday, where leader Kim Jong Un is expected to outline his domestic and foreign policies for the next five years.

The ruling Workers’ Party congress, which Kim previously held in 2016 and 2021, comes after years of accelerated nuclear and missile development and deepening ties with Moscow over the war in Ukraine that have increased his standoffs with the United States and South Korea.

According to The Associated Press, North Korea’s official Korean Central News Agency said the party’s political bureau met under Kim's supervision and decided the congress would be held in late February. State media did not immediately specify a date or release agenda details.

The congress will likely continue for days as a highly choreographed display of Kim’s authoritarian leadership. In recent weeks, Kim has inspected weapons tests and toured military sites and economic projects as state media highlighted his purported achievements, crediting his “immortal leadership” with strengthening the country’s military capabilities and advancing national development.

His recent activities and comments suggest Kim will use the congress to double down on economic development through “self-sustenance” and mass mobilization while announcing plans to further expand the capabilities of his nuclear-armed military, including upgrading conventional weapons systems and integrating them with nuclear forces.

Kim also could highlight his increasingly assertive foreign policy based on closer ties with Moscow and Beijing while hardening an adversarial approach toward rival South Korea as he continues to embrace the idea of a “new Cold War,” experts say.

Kim's willingness to resume diplomacy with the US is unclear. Relations derailed in 2019 after his second summit with US President Donald Trump due to disagreements over sanctions against his nuclear weapons program.

Kim has rejected Trump’s overtures for dialogue since the US president began his second term in January 2025. Kim insists Washington abandon demands for the North to surrender its nuclear weapons as a precondition for future talks.

Entering his 15th year in rule, Kim finds himself in a stronger position than when he opened the previous congress in 2021 during the shock of the COVID-19 pandemic. Navigating what was seen as his toughest stretch in a decade of power, Kim acknowledged his previous economic policies failed and issued a new five-year development plan through 2025.

He called for accelerated development of his nuclear arsenal and issued an extensive wish list of sophisticated assets including solid-fuel intercontinental ballistic missiles, multi-warhead systems, tactical nuclear weapons, spy satellites and nuclear-powered submarines.

Kim has exploited geopolitical turmoil to his advantage. He used Russia's invasion of Ukraine as a window to accelerate weapons testing and align himself with Russian President Vladimir Putin, who has accepted thousands of North Korean troops and large quantities of military equipment for the war.

Kim also has pursued closer ties with China, traditionally the North’s primary ally and economic lifeline. He traveled to Beijing in September for a World War II event and the first summit with Chinese President Xi Jinping in six years.

While Kim’s strict information blockade prevents precise assessments, South Korean analysts say the North's economy appears to have improved over the past five years, possibly due to a gradual recovery in trade with China and an industrial boost from arms exports to Russia.

President Volodymyr Zelenskiy ‌has bestowed one of Ukraine's top state honors on SpaceX owner Elon Musk as Kyiv seeks to expand use of the company's Starlink terminals, which provide battlefield communications for Ukrainian forces.

Under a presidential decree published on the presidential website on Wednesday, Musk was awarded the Order of Freedom.

The decree praised Musk "for outstanding personal contributions ‌to protecting ‌human life and freedom, ‌and ⁠for developing relations between the ⁠peoples of Ukraine and the United States of America."

Musk switched on the Starlink satellite internet service over Ukraine shortly after Russia's full-scale invasion in 2022. It has become the lifeblood of ⁠Ukraine's battlefield communications and a tool ‌for piloting drones.

Musk ‌agreed to turn off thousands of Russian "grey-market" Starlinks ‌in Ukraine this year, causing problems ‌for Russian forces, at the behest of former Defense Minister Mykhailo Fedorov before he was dismissed in July.

Ukraine has now asked to ‌use Starlink over Russian territory as it seeks to attack targets ⁠including ⁠launchers for ballistic missiles that are wreaking destruction on Ukrainian cities.

Zelenskiy has said he was told that Musk opposed the move as a "major escalation" of the war, but that Ukraine had "started to receive a different, more encouraging feedback."

Using Starlink over Russian territory could reduce capabilities that Russia is relying on to drag out the war, Zelenskiy said.

Israeli Prime Minister Benjamin Netanyahu said a diplomatic deal was not possible with the "savages" who rule Iran as he hailed US President Donald Trump's new campaign of economic pressure.

Recounting a recent meeting with Trump, Netanyahu said they had discussed the possibility of diplomacy with the Islamic republic and added: "I doubt, however, that an agreement can be reached with that group there, with those savages.

"I tell you -- an agreement cannot be reached," Netanyahu told an event late Tuesday at an Israeli settlement in the occupied West Bank.

Netanyahu has long been skeptical of diplomacy with Iran, openly campaigning against a 2015 nuclear deal brokered by then US president Barack Obama, but he has been publicly careful not to criticize Trump while he sought a negotiated settlement.

Trump joined Netanyahu in a US-Israeli joint attack on Iran in late February, but agreed to a ceasefire in April in the face of widespread US public opposition to the war, which had sent oil prices spiraling.

Trump on Monday declared "economic D-Day" aimed at destroying Iran's economy, which has already endured years of sanctions, but he has shown reluctance to resume a full-scale war even as he grows frustrated that Tehran will not accept his demands.

Netanyahu voiced support for Trump's economic pressure campaign and said he had told Trump of this "third option", while praising the US president for pursuing it in "a very, very, very strong way".

Trump had chosen to target not just Iran itself but decided on "tightening the siege on those who assist this regime, this terrible dictatorship. This is very important," Netanyahu said.

The Israeli leader had pushed for years for a US attack on Iran, whose cleric-run state supports anti-Israel armed groups such as Hezbollah and Hamas, which led the devastating October 7, 2023 attack on Israel.

A mother and her daughter who were seriously injured when a wall collapsed during flash flooding over the weekend in northeast Spain have died, authorities said Wednesday.

The pair were among three people who were injured Saturday when the wall collapsed near the seafront at the port of Roda de Bera, about 75 kilometers (45 miles) southwest of Barcelona.

The mother and her 18-year-old daughter had been sheltering at a stall at a market when the force of the water caused a wall separating a street from a private property to collapse on them, according to Spanish media reports.

Roda de Bera town hall said in an Instagram post that the two women, who had been in critical condition, had died and declared two days of official mourning.

Catalan regional president Salvador Illa expressed his condolences to the women's family on X, saying the news had "hit us deeply" and offering his full support during the "painful moments".

A total of 11 people were injured in the storm, which forced the evacuation of a campsite and a nightclub, flooded streets and left people trapped in cars.
