Iran’s security agencies have ordered media outlets and public relations departments at state institutions to adhere to a unified framework when covering news and analysis related to the funeral of former Supreme Leader Ali Khamenei, in an effort to tightly manage the public narrative during one of the country’s most sensitive political moments since the leadership transition.

The directives, obtained by Asharq Al-Awsat, instruct media organizations to reinforce specific messaging, remove accounts that deviate from the official narrative, and portray the funeral as proof of the continuity of the leadership and the resilience of the political system in the face of what the document describes as the enemy’s “cognitive warfare.”

The document treats the funeral as a political, security, and media event simultaneously. It instructs outlets to depict public attendance as a unique “human shield” and as a “strategic declaration of loyalty” to Khamenei’s legacy and the Iranian Revolution’s “strategic depth.”

Media observers in Tehran said the directives reflect an effort to shape public opinion and curb media pluralism during a delicate transitional period.

The guidance requires coverage to revolve around three themes: “continuity of leadership,” “continuity of resistance,” and “a bright future.” It warns that inconsistent messaging would create space for competing narratives and urges all media to adopt a unified account on behalf of what it calls the “Front of the Revolution.”

The document also calls for highlighting the attendance of foreign delegations and republishing favorable analyses from Western media in domestic outlets as evidence of the success of Iran’s public diplomacy and the failure of efforts to isolate the country despite sanctions.

It instructs media to counter arguments by supporters of the former Pahlavi monarchy while avoiding defensive responses, instead emphasizing what it describes as the regime’s achievements in the nuclear, missile, and regional arenas.

Emphasis is placed on rebutting narratives of a “succession vacuum” and an “uncertain future.” The directives call for calm, well-documented explanations of Iran’s constitutional succession process to prevent what they describe as a cascading collapse in public confidence.

The guidance also bans coverage that could inflame political or sectarian divisions, urging media to stress national unity and consensus.

Media are further instructed to portray the funeral crowds as a historic display comparable to the 1979 Iranian Revolution and a decisive rebuttal to predictions of state collapse. They are encouraged to use statistics, photographs, and field reports to project national strength and cohesion, while incorporating deterrent messages emphasizing Iran’s military readiness and continued commitment to the “path of resistance.”

Finally, the directives warn against what they describe as pessimistic analyses or forecasts rooted in fear and uncertainty, urging media instead to promote an image of “a proud and advancing Iran” through what the document calls the “engineering of hope,” while affirming that “Iran’s future is bright and remains connected to the path of the Imam and the leadership.”

Two people were killed and 13 others wounded as Ukraine unleashed a drone barrage on the Russian border city of Belgorod, Russian authorities said Sunday.

Over the past 24 hours, acting Belgorod regional governor Alexander Shuvaev said there had been 154 Ukrainian attacks across the region, with Belgorod city hit particularly hard overnight.

"Belgorod last night was subjected to a massive drone attack," Belgorod mayor Valentin Demidov said on social media.

Two men were killed in the city of Belgorod, including one who died of his injuries in hospital, while 13 people there were injured, authorities said.

Demidov said he was visiting the affected sites and that there had been "significant damage" to residential properties and vehicles. "Social and commercial facilities" had also been damaged, he added.

He posted images from the city center, showing apartment buildings and vehicles in flames.

Shuvaev said Ukrainian attacks had also targeted other parts of the Belgorod region.

Two men had been killed in attacks in the Shebekinsky and Grayvoron districts, while another five were wounded across the region, including a 17-year-old, he said.

On the Ukrainian side, President Volodymyr Zelensky said Russian strikes killed four people on Saturday evening in the Dnipro region. Another 22 people were injured, including an 11-year-old girl, he said.

And early Sunday in Vinnytsia, in the center of the country, authorities said six people were wounded when a Russian drone struck a five-storey residential building, destroying four apartments.

"A private retirement home was also damaged," regional governor Natalia Zabolotna said on Telegram.

The Ukrainian air force said Russia had launched 153 drones from several southwestern regions overnight.

At least 119 of those drones had been "shot down or suppressed", it said.

Police made 128 arrests overnight in Barcelona for acts of "vandalism", damage to public property" and "looting", the regional Catalan police said on Sunday.

Seventy-three of those arrested were minors, with the reports due to be sent "to the juvenile prosecutor's office", Catalan police chief Silvia Cata told Spain's 3CatInfo media outlet.

Footage on social media showed groups of young people, many clad in all-black, attacking businesses in Barcelona after gathering in the city center for a rally that had not been declared to the authorities.

The scenes come at a time when countries across Europe have been grappling with unrest, with France, Italy and Albania all seeing protests give way to incidents of looting and violence.

Cata said that only two of the 128 people detained in Barcelona had prior criminal records, and said that a total of 15 officers had been injured during the night.

"This is gratuitous violence," the police chief said.

While the movement was "completely disorganized", the call to rally had spread "on social media", Cata added.

The police were attempting to "study the profile" of those in custody, she said.

A bus collided with a truck on Kenya's main highway on Sunday, killing at least 22 people, police said.

The crash came three weeks after 17 people died in another accident along the same highway linking the capital, Nairobi, with the coastal city of Mombasa.

Several others were injured in the Sunday morning crash and were receiving treatment, police said. The passengers were reportedly returning from a funeral when the accident occurred.

Makueni County Commissioner Abdullahi Khalif said that the death toll could rise.

The circumstances surrounding the crash remain unclear. Speeding and poor road conditions have previously been cited as contributing factors in road accidents in Kenya.

Kenya’s National Transport and Safety Authority said the stretch of the highway where the crash occurred is a designated “accident black spot” and that recommendations had been made to address safety concerns.
