The United Nations said Tuesday that civilian casualties in the war raging between Russia and Ukraine rose 37 percent in the first half of this year.

"We documented 1,396 civilians killed (and) 7,978 injured... that amounts to a 37 percent increase from the same period in the previous year," Danielle Bell, head of the UN Human Rights Monitoring Mission in Ukraine, told reporters in Geneva.

Also Tuesday, a strike on a ship in the Black Sea carrying propane to the Ukrainian port of Reni wounded three seafarers and forced the crew's evacuation, Romania's president said.

"Last night, the LPG tanker Gas Lisbon, flying the Liberian flag, was struck outside Romanian territorial waters, approximately 20 nautical miles off the Romanian coast," Nicusor Dan said on X.

While the authorities were still working to establish who had hit the tanker, Dan claimed the incident was "most likely part of the Russian Federation's illegal war of aggression against Ukraine.”

The strike on the ship, which was carrying more than 3,790 tons of propane from the port of Alexandria in Egypt, caused a major fire on board the vessel.

After the strike, two Romanian rescue vessels evacuated the ship's 17 crew members, including three who "required emergency medical care", the emergency services said.

"Two victims had burns covering approximately 10-15 percent of their bodies, and the third had suffered multiple wounds and was bleeding," the statement said.

The Black Sea has been a regular theater of confrontation between Ukraine and Russia since the Kremlin's full-scale invasion began in 2022.

Tech billionaire Elon Musk will make a return to officially advising US President Donald Trump's government by co-leading what the Pentagon called a study on the future of war.

Musk served as the head of the Department of Government Efficiency (DOGE) before departing in May 2025, having publicly fallen out with Trump, said AFP.

In a speech at the Quantico military base, Pentagon chief Pete Hegseth said "Project Meridian" will be "an effort led by America's best minds to study the future of warfare".

"We are leveraging a unique source of American advantage, one our adversaries do not have: our innovators, our senior leaders and our technologists," Hegseth said.

Musk will be a co-leader of Project Meridian alongside Palmer Luckey, the 34-year-old co-founder of defense technology company Anduril Industries, and Newt Gingrich, the 83-year-old Republican former House speaker.

Musk threw his support behind Trump and helped his return to the White House, but the men later had a high-profile blow-up over the president's spending legislation.

He later resumed giving to Republican causes, including multimillion-dollar donations to individual candidates and conservative political groups.

Hegseth said the project's purpose is to "creatively look to the future and identify the domains that we must conquer and capabilities we must master".

Project members will include hand-picked private sector leaders and subject matter experts from across the innovation, academic and policy ecosystems.

Hegseth said he has directed Project Meridian's findings to be completed and submitted within 120 days.

Türkiye's intelligence agency has captured a key suspect from a deadly 2013 attack near the Syrian border while he was attempting to flee to Europe, state media said Thursday, citing a security source.

The twin bombings in the southern Reyhanli district, which killed 53 people, was the deadliest attack in Türkiye linked to fallout from Syria's civil war that began two years earlier, said AFP.

Omar al-Khatib, a Syrian who was the subject of an Interpol red notice, is believed to have coordinated between the attackers and intelligence officials loyal to Syria's then president Bashar al-Assad, Anadolu news agency reported.

Türkiye's National Intelligence Organization (MIT) detained al-Khatib as he prepared to leave for Europe by sea, Anadolu said, without saying exactly where or when he was caught.

Ankara blamed Turkish extremist groups allegedly backed by the Syrian government for the Reyhanli attack, accusations Damascus denied.

Türkiye was a strong supporter of Syrian rebels seeking to overthrow Assad and has hosted millions of Syrians who fled the conflict.

Since Assad's ouster nearly two years ago, Ankara has built close ties with Syria's new leadership under President Ahmed al-Sharaa.

Explosions were heard overnight in Ethiopia's capital Addis Ababa, three diplomatic sources told Reuters.

A source linked to the opposition alliance that has been fighting federal forces in northern Ethiopia since last week said the alliance had carried out several drone strikes in Addis Ababa, including some targeting the military's headquarters there.

Reuters could ‌not independently ‌verify the claim.

If confirmed, ‌the strikes would mark the first known drone attack by anti-government forces on the Ethiopian capital.

Spokespeople for Prime Minister Abiy Ahmed's office, the federal government and the military did not immediately respond to requests for comment.

Last week's clashes in northern Ethiopia ‌were the biggest escalation ‌of violence in Ethiopia since the end ‌of a 2020-2022 civil war.

The national intelligence ‌service announced on Wednesday that it was banning for an indefinite period all drone flights over Addis Ababa and its surroundings for ‌security reasons.

Opposition alliance forces were not previously known to operate armed drones. However, there is growing evidence they may possess at least some drone capability.

On Tuesday, a pro-government militia in the northern region of Tigray said it had captured drone frames and batteries from forces linked to the Tigray People's Liberation Front (TPLF), one of the alliance's main members.

Reuters could not independently verify that claim.
