The multinational Defensive Maritime Alliance on Thursday said mounting challenges to global maritime security have made stronger collective cooperation essential to protecting freedom of navigation, securing international trade routes, and safeguarding global energy supply lanes through the Bab el-Mandeb Strait, the Red Sea, and the Gulf of Aden.

The alliance’s founding members announced its establishment in a joint statement, describing it as a framework for maritime defense cooperation aimed at strengthening maritime security, protecting freedom of navigation, securing international trade and energy supply routes, and safeguarding shared maritime interests in the Bab el-Mandeb Strait, the Red Sea, and the Gulf of Aden, in accordance with international law, UN conventions, and internationally recognized norms.

Participating countries agreed that Saudi Arabia will serve as the alliance’s founding state, leader, and permanent headquarters. They also approved the establishment in the Kingdom of the joint command, command-and-control centers, the Joint Maritime Operations Center, and the General Secretariat as the alliance’s principal executive bodies.

The statement reaffirmed the founding members’ firm commitment to the purposes and principles of the UN Charter, international law, international treaties, and internationally recognized rules and norms. It also underscored their shared conviction that maritime security is a collective responsibility, and that cooperation and coordination are the cornerstone of addressing common and transnational maritime threats, thereby promoting global security, stability, and prosperity.

The statement said participating countries will continue completing the domestic procedures required for formally acceding to the alliance’s charter, in line with each country’s constitutional and legal requirements.

The members also agreed to strengthen cooperation in maritime security, information and intelligence sharing, operational planning, joint exercises, lessons learned, training, capacity building, and the conduct of joint maritime operations in accordance with the charter.

The statement stressed that the alliance is purely defensive in nature and is not directed against any state, alliance, or international organization. It said all alliance activities will be conducted in full compliance with international law, with respect for state sovereignty and the protection of freedom of navigation. Participation in its activities and operations, it added, will remain a sovereign decision for each member state in accordance with its national laws and procedures.

The coalition also invited countries that share its objectives and principles to join its charter, saying broader membership would expand cooperation and strengthen collective maritime security in the Bab el-Mandeb Strait, the Red Sea, and the Gulf of Aden.

The founding members said establishing the alliance marks a strategic step toward enhancing maritime security in those waterways, deepening defense cooperation among members, and supporting stability and prosperity while complementing international efforts to preserve international peace and security in accordance with international law.

Earlier Thursday, Saudi Arabia, Kuwait, Bahrain, Qatar, Pakistan, Türkiye, Egypt, Jordan, Yemen, Bangladesh, Nigeria, Sudan, Djibouti, and Somalia voiced support for the alliance and welcomed the consensus reached on its founding arrangements. Other countries also expressed support for the initiative and are completing the domestic procedures and approvals required to join the statement.

Saudi Arabia and the Bureau International des Expositions (BIE) signed the "SEE Agreement" to establish the legal and administrative framework governing the participation of countries and international organizations in Expo 2030 Riyadh. The agreement provides participants with the necessary support throughout the various stages of preparation.

The signing ceremony took place on the sidelines of the visit of Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, to France, reported the Saudi Press Agency on Tuesday.

The agreement was signed by Saudi Minister of Foreign Affairs Prince Faisal bin Farhan bin Abdullah and BIE Secretary General Dimitri Kerkentzes, in the presence of CEO of Expo 2030 Riyadh Talal Al-Marri.

The agreement provides countries and international organizations with a clear framework for their participation in Expo 2030 Riyadh. It covers the various stages of design, construction, and operation and reflects the expo's commitment to strengthening international cooperation and partnerships. It also provides participants with the support and coordination needed to proceed with their preparations with confidence.

The agreement regulates practical aspects related to the participation of countries, international organizations, and their teams. These include travel and visa arrangements, tax and customs facilitation, mobility services, and technical and administrative requirements.

The framework will help streamline procedures and reduce the administrative burden on participants. It aims to facilitate the effective participation of countries and international organizations and ensure a smoother, more efficient experience before and throughout Expo 2030 Riyadh.

The Saudi Cabinet stressed on Tuesday its support for comprehensive diplomatic solutions to conflicts and safeguarding the freedom of maritime navigation.

The Cabinet, which was chaired by Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud in Jeddah, stressed the need to keep the straits of Hormuz and Bab al-Mandab, as well as all vital waterways, open, secure, and free from any threats.

The Cabinet praised the state visit of Prince Mohammed bin Salman bin Abdulaziz Al Saud, Saudi Crown Prince and Prime Minister, to Paris, as well as his talks with French President Emmanuel Macron.

The meeting reaffirmed the strength of the longstanding relations between the two countries, their shared desire to deepen strategic cooperation across various fields, and continued coordination and consultation based on a common vision.

This vision aims to promote stability in the region and the world by safeguarding state sovereignty, respecting international law, prioritizing political and diplomatic solutions to conflicts, and addressing security threats.

The Cabinet also welcomed the outcomes of the inaugural meeting of the Saudi-French Strategic Partnership Council, co-chaired by the Crown Prince and the French president, which saw the launch of new initiatives, agreements, and memoranda of understanding in defense, healthcare, artificial intelligence and emerging technologies, as well as entertainment.

It also welcomed the results of the French-Saudi Investment Roundtable Meeting, which included the announcement of 21 agreements and memoranda of understanding, contributing to the development of the economic partnership between the two countries and opening new horizons for cooperation and joint investment amid growing bilateral ties and the wide-ranging opportunities offered by Saudi Vision 2030.

The Cabinet was briefed on discussions held in recent days between the Kingdom and several countries, including the two messages received by the Custodian of the Two Holy Mosques and the Crown Prince from President of the United Arab Emirates Sheikh Mohamed bin Zayed Al Nahyan and British Prime Minister Andy Burnham.

The Cabinet also hailed the outcomes of the third Strategic Dialogue between the Saudi and Japanese foreign ministers, which underscored the importance of further strengthening longstanding bilateral relations, expanding cooperation into broader horizons by capitalizing on economic opportunities in both countries, particularly in investment, energy, resources, supply chains, and technology, and enhancing the exchange of expertise and capabilities to advance shared priorities and objectives.
