Four people died in the southeastern United States as post-tropical cyclone Isaias threatened flooding and tornado risks Saturday as it moved northward after making landfall on Florida's Gulf Coast.

Isaias roared ashore late Friday as a Category 2 hurricane near the resort community of Destin, packing sustained winds of 105 miles (165 kilometers) per hour before weakening overnight, the National Hurricane Center (NHC) said.

It was the first hurricane of an Atlantic season tamed by a historic El Nino weather phenomenon, and the first hurricane since 2024 to hit the US mainland.

In Mary Esther, a coastal community near Destin, Matt Howard said he was fortunate the storm weakened ahead of landfall.

Despite losing power and having his neighbor's metal shed crash into his backyard, "overall, we were okay," he told AFP.

"We hunkered down, got in the center of our house, and did all the things you're supposed to do, and luckily came out on the other side," he said.

Officials reported at least four deaths related to the storm, including two from trees falling on homes -- one near Pensacola in Florida and another in Birmingham, Alabama.

AFP reporters saw overturned vehicles, downed trees and power lines, and numerous buildings with damaged roofs.

Streets along the coast were largely deserted after authorities ordered mandatory evacuations ahead of the storm.

Florida Governor Ron DeSantis warned at a briefing Saturday afternoon that threats remained even though the storm had passed.

"Just be careful out there. Downed power lines, standing water, any of that can be very, very hazardous. Don't run any generators inside your home or inside your garage," he said.

The governor's warning came after a man was found dead in Florida earlier in the day with a generator running in his garage, CNN reported.

Around 440,000 US customers were without electricity Saturday night along the storm's path through Florida, Alabama and Georgia, according to the PowerOutage.com tracker.

The US Department of Energy on Saturday authorized the release of up to four million barrels of reserve crude to stave off the impact of Isaias's path through the Gulf coast region, the country's oil refining hub.

- Flood risks -

A major flood threat remained as the storm headed northward and inland. The NHC warned that some areas could see upwards of 10 inches (25 centimeters) of rain.

"Considerable flash flooding and landslides are also possible across the Southern Appalachians," it warned in a briefing.

The threat was particularly worrying in the mountains of North Carolina, where communities are still recovering from hurricane Helene of 2024.

That storm made landfall in the same Florida region as Isaias, but remained at tropical storm strength as it moved northward, dumping record amounts of rainfall into the mountains and leading to deadly flooding.

Isaias's late arrival this season is largely due to an El Nino of historic strength.

El Nino, the warm phase of the El Nino-Southern Oscillation (ENSO), creates strong vertical wind shear over the Atlantic that tends to tear storms apart.

"We have been seeing basically nearly record strong shear throughout the Atlantic Basin this year, and that is consistent with what we'd expect to see with a strong El Nino event," Michael Fischer, of the University of Miami's Rosenstiel School of Marine, Atmospheric, and Earth Science, told AFP.

In the Pacific, it has the opposite effect, weakening shear and allowing storms to grow. The Pacific has already produced several hurricanes this year, some of which hit maximum Category 5 strength.

Mexico's Baja California and the bordering US state of California were bracing for the landfall of the weakening post-tropical cyclone Rachel, expected late Saturday, as the much stronger Hurricane Simon was anticipated to make landfall Sunday in western Mexico.

The Russian defense ministry said on Sunday ‌that ‌Russian troops ‌had ⁠captured the villages of Kupyne ⁠and Riznykove in ⁠Ukraine's ‌Kharkiv region, ‌as well ‌as Novotroitske ‌and Davydovske in the ‌Donetsk region, news ⁠agency Interfax reported.

Reuters ⁠could not immediately verify the battlefield reports.

At least 109 migrants were killed, including 15 children, and some 116 were missing after a boat sank off the shores of Djibouti overnight on October 8-9, a UN agency said Sunday.

Survivors said the vessel -- which was carrying 350 people from Djibouti to Yemen -- capsized north of the Djibouti town of Obock, according to a statement from the International Organization for Migration (IOM), whose teams are on the ground alongside local authorities to provide emergency aid.

Pakistan's president suspended the government in a province ruled by the party of jailed former Prime Minister Imran Khan after declaring a state of emergency on Sunday, his office said, stripping its elected administration of its powers.

The decision comes amid a confrontation between Prime Minister ‌Shehbaz Sharif's ‌government and Khan's Pakistan Tehreek-e-Insaf (PTI) ‌party, ⁠which governs northwestern ⁠Khyber Pakhtunkhwa province.

Khan's party has been rallying for several days to pressure the government for his release, threatening to march on the capital Islamabad in coming days.

President Asif Ali Zardari signed Sharif's advice to ⁠declare a state of emergency following ‌a federal cabinet ‌decision, his office said in a statement.

The advice ‌said the provincial government had failed ‌to fight extremist militancy, according to a statement from Sharif's office.

The constitution allows the federal government to take over some or all provincial government ‌functions during an emergency, but the president's office did not specify how ⁠the ⁠province would be administered.

Zulfikar Bukhari, a close Khan aide and PTI spokesman, called it a "ridiculous decision", saying Khyber Pakhtunkhwa had the country's "only legitimately elected government".

"This will only lead to further bloodshed, instability and collateral damage," he said, adding that there had always been room for talks but the decision showed negotiations were never the government's intention.
