Ukrainian President Volodymyr Zelensky was meeting US special envoy Steve Witkoff on Tuesday in a bid to rescue relations that have sunk to new lows as Donald Trump has courted Moscow and Kyiv has complained about Washington withholding vital defenses.

Zelensky and Witkoff clasped one another in a hug as they went into the talks hosted by the leaders of Norway and Finland in Oslo. Trump's son-in-law Jared Kushner was attending remotely.

Zelensky held talks with Norwegian Prime Minister Jonas Gahr Stoere and Finnish President Alexander Stubb ahead of his meeting with the US delegation.

Zelensky, Stoere and Stubb are due to hold a press conference after 1700 GMT.

TRUMP HAS CALLED FOR ZELENSKY TO BE REPLACED

Kyiv says Washington has lately failed to provide early warning of Russian missile launches, throttled SpaceX's Starshield satellite links that guide Ukrainian drones, and failed to deliver air defenses paid for by European allies.

Western European countries view defending Ukraine from Russia's invasion as an existential issue and have strongly backed Zelensky, seeking to head off a deeper rupture between Washington and Kyiv.

Washington denies deliberately hindering Ukraine's war effort. But Trump, who has waived sanctions on Russia in what he says is an effort to lower US ‌fuel prices, has ‌repeatedly rebuked Zelensky, and called for him to be replaced.

In the latest comments expressing warmth towards Moscow and coldness ‌towards Kyiv, Trump said on Monday: "Russia, frankly, has been fine on Ukraine." He said Zelensky, who has rejected Russia's maximalist conditions for ending its war, was "not helping matters much", and that Kyiv should find "somebody else to negotiate".

RUBIO SAYS US MISSILES MAY NOT HAVE BEEN DELIVERED YET

US Secretary of State Marco Rubio acknowledged on Tuesday that a consignment of US air defense missiles bought by European countries for Ukraine may not have been delivered, but denied that the US had changed policy.

"The important takeaway for you is that there has not been some deliberate political directive to go out and harm Ukraine," he told journalists during a visit to India.

The Kremlin said it was hoping to set up a meeting soon between Witkoff and Russian President Vladimir Putin, an indication that Witkoff could make the latest of several visits to the Kremlin after meeting Zelensky.

As US ties with Ukraine have deteriorated, Russia has stepped up attacks on Ukrainian cities, particularly targeting power stations and fuel, despite a call ‌from Trump for both sides to spare each other's energy systems.

Russia bombarded cities in western Ukraine overnight, targeting ‌electricity systems and knocking out power across swathes of the country that had previously been spared.

Ukraine held back for several days last week from hitting Russian oil refineries ‌in deference to Trump's request, but has resumed strikes after Russia showed no sign of complying. Both sides have also struck data centers.

Trump has repeatedly ‌condemned Ukrainian attacks on Russia while saying little about Russia's far more severe attacks on Ukraine, which have grown even more deadly as Kyiv says US support has been withheld for its air defenses.

RUSSIAN ATTACKS

Russia's defense ministry said on Tuesday it struck three cargo vessels in Ukraine's port of Reni and two other cargo vessels en route to Odesa. Russian forces also hit two logistics hubs, it said.

Ukrainian officials said a Russian drone had struck near a petrol station on a highway heading south from Kyiv on Tuesday, killing three people ‌and setting cars ablaze.

An attack on a warehouse near the capital also killed three. Footage released by Ukraine's emergency services showed firefighters battling a huge blaze, surrounded by twisted wreckage.

Two people were killed in a Russian attack on storage areas outside the southeastern city of Dnipro, the regional governor said. Four other people were reported killed in Kramatorsk in the east.

Energy facilities were attacked in seven Ukrainian regions overnight, knocking out power, and the western Lviv region was struck again during the day. Russian drones also struck an energy facility in Kyiv on Tuesday, mayor Vitali Klitschko said, with authorities saying power was out in four districts.

ZELENSKY SPEAKS TO RUBIO

Zelensky said he had spoken with Rubio about ballistic missile interceptors, early warning of Russian attacks and "the situation with Starlink/Starshield, which needs to be restored".

"Of course, all of this comes against the backdrop of our diplomatic efforts to end this horrific war and the constant killing of people," Zelensky said in a post on X.

The deterioration of relations began 10 days ago when Trump lifted sanctions on Russian diesel in a deal agreed with Putin, which he said would help reduce prices. High fuel costs since Trump launched strikes on Iran have hurt his Republicans before midterm legislative elections on November 3.

Over the weekend, Trump issued a broad waiver for tougher sanctions on Russia that were meant to have begun this week.

Washington denies withholding intelligence from Kyiv or imposing curbs on Starshield, the military-grade version of SpaceX's Starlink communications system.

Kyiv says the satellite receptors no longer work when mounted on fast-moving objects such as drones. SpaceX boss Elon Musk has said Starshield is controlled by the US government and any limits on its use are ultimately up to Trump.

The United States under Trump has largely stopped providing weapons to Ukraine but lets European countries buy them on Kyiv's behalf. It also provides intelligence and technology that Europe cannot match.

British police said on Tuesday they had re-arrested two men on suspicion of assisting Iranian intelligence as part of their investigation into activity at the RAF Fairford air base ‌last month.

Counter ‌Terrorism Policing said ‌in a statement that they had re-arrested a 24-year-old British national, who was initially arrested outside the military base in southwest England in the early hours of September 27.

Police said ‌they ‌had also arrested a 25-year-old British-Iranian ‌dual national who had ‌previously been arrested in London.

Assistant Commissioner Laurence Taylor, Head of National Counter Terrorism Policing in the ‌UK, said in a statement, "we consider it highly likely that there is Iranian state involvement."

British Prime Minister Andy Burnham last week said that the activity at RAF Fairford, which had been used by US bombers to carry out strikes on Iran, was likely to have been coordinated in Iran.

Two tankers were set ablaze and brought to a halt south of the Strait of Hormuz after hitting Iranian mines, the Revolutionary Guards' Navy said in a statement shared by state media on Tuesday, without saying when the tankers were hit.

The statement also said a US drone was downed by Iran on Monday night.

Diplomatic efforts between Iran and the United States have stalled over issues including the future of the Strait of Hormuz.

On Monday, Iranian Foreign Minister Abbas Araghchi said Washington was responsible for insecurity in the strait, usually a key transport route for oil and gas but which Iran has sought to blockade during the war launched by the US and Israel in February.

Pakistan has played a key mediating role in the so far unsuccessful attempts to end the war. In June, it helped broker a short-lived memorandum of understanding, which Tehran insists should still form the basis of any peace deal.

Police on Tuesday charged a driver with intentionally causing serious injury to an Australian federal lawmaker who is a critical condition after being struck by a car.

A police statement said Brendan Nugent, 43, was charged with intentionally causing serious injury, dangerous driving causing serious injury and causing harm to a federal official.

Helen Haines, a 65-year-old independent politician, was in hospital in a critical but stable condition after being struck by a car outside her office in the city of Wangaratta in Victorian state on Monday, police said.

Prime Minister Anthony Albanese praised a barber who helped restrain the driver.

Haines was struck by a Toyota Land Cruiser SUV.

The incident shocked Australians as political violence is rare there and politicians have always been accessible to the public. Most lawmakers are not accompanied by security officers and go about their work and personal lives on their own.

The suspect’s father, Rod Nugent, released a statement Tuesday describing Haines as a “deeply respected, valued and much loved member of our local community.”

“Helen has been our friend for more than 20 years and what happened to her yesterday is devastating and unfathomable,” the father said.

Haines’s family released a statement expressing thanks for the “swift assistance of bystanders” as well as health workers and police.

Haines, who was first elected to Parliament in 2019 and had been reelected twice since, was initially taken to a hospital in Wangaratta, a city of 30,000 people. She was airlifted later on Monday to a hospital in the state capital, Melbourne, 236 kilometers away.
