A knife-wielding man went on a stabbing rampage in a Siberian city on Saturday, wounding seven people before police shot and killed him.

A statement from Russia's Investigative Committee said the mid-day attack took place on a central street in Surgut.

The suspect, who had been identified as a local resident in his early 20s, was allegedly wearing a fake suicide belt.

The statement said information was being sought on his psychiatric condition, suggesting authorities did not suspect terrorism as the likely motive.

The statement gave the number of victims at seven, down from an earlier tally of eight.

Four of the wounded were in serious condition, state news agency Tass reported, citing regional health official Vladislav Nigmatulin.

Surgut, with a population of about 320,000, is an oil- and gas-producing center 2,100 kilometers northeast of Moscow.

Spanish Foreign Minister Jose Manuel Albares called on Tuesday for a weapons embargo on Israel while the war in Gaza lasts and urged the resumption of talks on Iran's nuclear program.

"We are the largest trade partner of Israel in the world, the European Union," he said on Bloomberg TV. "We must impose, for our European partners, an arms embargo, not to sell weapons to Israel as long as this war continues."

He said he wanted the EU to act as it did after Russia's full-scale invasion of Ukraine in 2022 to try to achieve peace.

The minister regretted there were no signs of de-escalation between Israel and Iran and called for a resumption of dialogue with Iran on its nuclear program.
