The United States authorized Iranian oil sales on Monday, easing decades-old sanctions as it pushes toward a final peace deal with Tehran in return for commitments on nuclear inspections and free transit through the Strait of Hormuz.

The general license, announced by the Treasury Department, allows the sale of crude oil and petrochemical and petroleum products of Iranian origin through August 21.

The license says Iranian oil can be imported into the US when necessary to complete ‌its sale, delivery ‌or offloading. The US has not meaningfully imported Iranian ‌oil since Washington imposed measures after the 1979 revolution.

"In line with the ongoing productive talks in Switzerland, Iran has committed to free and open transit in the Strait of Hormuz and to permit International Atomic Energy Agency (IAEA) inspectors into their country," Treasury Secretary Scott Bessent wrote on X.

"As part of the framework, Treasury has issued a temporary 60-day general license authorizing the production, delivery and sale of Iranian oil."

Under a memorandum of understanding signed last week between Washington and Tehran, the US ‌agreed to issue waivers for the export ‌of Iranian crude oil, petroleum products and derivatives, and all associated services, including banking transactions, insurances ‌and transportation.

Payment of funds to Iran may be made in US dollar-denominated ‌funds, according to the license.

Cuba, North Korea and Crimea are among those excluded from the license.

Washington first sanctioned Iran in 1979 when revolutionary students seized the US embassy in Tehran, holding diplomats hostage. Numerous additional sanctions have been imposed since then over the ‌nuclear program and Iran's support for groups the US deems terrorist organizations.

Independent Chinese refiners have been the main buyers of sanctioned Iranian oil, taking advantage of deep discounts as others avoided such purchases. India, South Korea, Japan, Italy, Greece, Taiwan and Türkiye were also major buyers of Iranian crude before US sanctions were reimposed in 2018.

Mediators said on Monday that Washington and Tehran made "encouraging progress" at the first round of talks aimed at reaching a final peace deal. The talks began under the terms of the memorandum of understanding reached last week to extend a tenuous ceasefire from April for at least another 60 days.

Oil prices had risen sharply when Tehran started blockading the Strait of Hormuz, prompting a US blockade of Iranian ports, but after the interim deal, fell to their lowest since before the war began on February 28 with US-Israeli attacks on Iran.

President Volodymyr Zelenskiy ‌has bestowed one of Ukraine's top state honors on SpaceX owner Elon Musk as Kyiv seeks to expand use of the company's Starlink terminals, which provide battlefield communications for Ukrainian forces.

Under a presidential decree published on the presidential website on Wednesday, Musk was awarded the Order of Freedom.

The decree praised Musk "for outstanding personal contributions ‌to protecting ‌human life and freedom, ‌and for developing relations between the peoples of Ukraine and the United States of America."

Musk switched on the Starlink satellite internet service over Ukraine shortly after Russia's full-scale invasion in 2022. It has become the lifeblood of Ukraine's battlefield communications and a tool ‌for piloting drones.

Musk ‌agreed to turn off thousands of Russian "grey-market" Starlinks ‌in Ukraine this year, causing problems ‌for Russian forces, at the behest of former Defense Minister Mykhailo Fedorov before he was dismissed in July.

Ukraine has now asked to ‌use Starlink over Russian territory as it seeks to attack targets including launchers for ballistic missiles that are wreaking destruction on Ukrainian cities.

Zelenskiy has said he was told that Musk opposed the move as a "major escalation" of the war, but that Ukraine had "started to receive a different, more encouraging feedback."

Using Starlink over Russian territory could reduce capabilities that Russia is relying on to drag out the war, Zelenskiy said.

Israeli Prime Minister Benjamin Netanyahu said a diplomatic deal was not possible with the "savages" who rule Iran as he hailed US President Donald Trump's new campaign of economic pressure.

Recounting a recent meeting with Trump, Netanyahu said they had discussed the possibility of diplomacy with the Islamic republic and added: "I doubt, however, that an agreement can be reached with that group there, with those savages.

"I tell you -- an agreement cannot be reached," Netanyahu told an event late Tuesday at an Israeli settlement in the occupied West Bank.

Netanyahu has long been skeptical of diplomacy with Iran, openly campaigning against a 2015 nuclear deal brokered by then US president Barack Obama, but he has been publicly careful not to criticize Trump while he sought a negotiated settlement.

Trump joined Netanyahu in a US-Israeli joint attack on Iran in late February, but agreed to a ceasefire in April in the face of widespread US public opposition to the war, which had sent oil prices spiraling.

Trump on Monday declared "economic D-Day" aimed at destroying Iran's economy, which has already endured years of sanctions, but he has shown reluctance to resume a full-scale war even as he grows frustrated that Tehran will not accept his demands.

Netanyahu voiced support for Trump's economic pressure campaign and said he had told Trump of this "third option", while praising the US president for pursuing it in "a very, very, very strong way".

Trump had chosen to target not just Iran itself but decided on "tightening the siege on those who assist this regime, this terrible dictatorship. This is very important," Netanyahu said.

The Israeli leader had pushed for years for a US attack on Iran, whose cleric-run state supports anti-Israel armed groups such as Hezbollah and Hamas, which led the devastating October 7, 2023 attack on Israel.

A mother and her daughter who were seriously injured when a wall collapsed during flash flooding over the weekend in northeast Spain have died, authorities said Wednesday.

The pair were among three people who were injured Saturday when the wall collapsed near the seafront at the port of Roda de Bera, about 75 kilometers (45 miles) southwest of Barcelona.

The mother and her 18-year-old daughter had been sheltering at a stall at a market when the force of the water caused a wall separating a street from a private property to collapse on them, according to Spanish media reports.

Roda de Bera town hall said in an Instagram post that the two women, who had been in critical condition, had died and declared two days of official mourning.

Catalan regional president Salvador Illa expressed his condolences to the women's family on X, saying the news had "hit us deeply" and offering his full support during the "painful moments".

A total of 11 people were injured in the storm, which forced the evacuation of a campsite and a nightclub, flooded streets and left people trapped in cars.
