KSA Approves Documentation System to Boost Real Estate Security

Saudi Arabia has approved a documentation system aimed at enhancing real estate security and raising the efficiency of judicial documentation and the reliability of documents.

During a cabinet meeting earlier this week, Minister of Justice and Chairman of the Supreme Judicial Council Dr. Walid Al-Samaani, said that the documentation system would improve real estate security, which would increase the efficiency of judicial documentation and the reliability of documents issued by the authorized bodies, including notaries public.

According to the minister, the new documentation system would transfer some of the tasks usually assumed by the courts to the notaries public, such as documenting marriage, divorce, custody, alimony, conciliation and others.

This would relieve the Judiciary from tasks that do not fall within legal disputes, Al-Samaani noted.

He added that the documentation system would support “preventive justice”, an important trend that the ministry is seeking to establish to contribute to reducing disputes and the flow of cases.

Al-Samaani thanked Custodian of the Two Holy Mosques King Salman bin Abdulaziz and Crown Prince Mohammed bin Salman, for the Council of Ministers’ approval of the documentation system. He stressed the Kingdom’s commitment to comprehensive development at all levels within Saudi Vision 2030.

Legal expert Ayman Al-Zareer told Asharq Al-Awsat that the new system would have a positive impact on a number of vital economic sectors.

Kuwait's foreign ministry issued on Sunday a circular indicating that it had listed eight hospitals in Lebanon as part of regulations related to "combating terrorism.”

Lebanon's health ministry expressed surprise and said it would seek clarification.

It said it received the Kuwaiti statement "with great surprise", adding it had not been provided with "any information or notification from any Kuwaiti entity about this matter.”

"The hospitals mentioned in the statement are registered with the syndicate of private hospitals in Lebanon and carry out their role in providing treatment and health services to all Lebanese without exception," the ministry statement said.

It called the facilities "an essential part of the Lebanese health system,” and said it would contact the relevant authorities to request clarification and "protect Lebanon's health system.”

It noted that "Kuwait has numerous joint projects with the ministry... and has been among the most prominent countries that have stood by the health system during the successive crises that Lebanon has faced.”

The latest move was "unprecedented and inconsistent" with the Gulf country's usual approach, it added.
